Risk Assessment & RBCA

Horizon has significant expertise in the application of risk assessment / risk management principles in all facets of its consulting practice.

Horizon’s toxicologists and risk assessors work closely with its geologists and hydrogeologists to make sure that the nature and magnitude of potential exposures are properly and efficiently characterized. We have found that significant cost efficiencies can be achieved by focusing data collection activities on relevant exposure pathways and significant points of compliance.

Similarly, Horizon’s risk assessors assist its engineers in quantifying the risk reduction efficiency of competing remedial alternatives. In this manner, risk assessment principles permeate the remedial response process rather than being relegated to a discrete phase of work. We believe that such an approach can make the entire remedial response process more efficient.

Lastly, Horizon’s risk assessors are adept at utilizing risk management principles during negotiations with regulatory agencies. There will always be some degree of uncertainty that needs to be managed in remedial decisionmaking. This uncertainty is appropriately managed through application of risk management principles which can be used to distinguish between significant risk/uncertainty and de minimus risk.
