Operations & Monitoring
Horizon has extensive experience with contract operation and maintenance of soil and groundwater treatment systems at sites of environmental contamination. Through Horizon’s contract operation and maintenance program, we can take sole source responsibility for operation and maintenance, monitoring and reporting obligations. We also commonly take on full administrative responsibility for operation and maintenance activities, allowing us to combine all of your expenses into one monthly invoice. We will provide all the necessary labor, equipment, and materials associated with activities such as:
- Monitoring, sampling, testing, and analysis to evaluate remedy performance, compliance with regulations, or to track migration of plumes;
- Maintaining your extraction, containment, or treatment systems; and
- Arranging for off-site treatment or disposal.
Horizon also has experience in dealing with unknowns or unanticipated conditions such as equipment failure or weather related issues. We further find that, by establishing a rigorous program for oversight and review of operational activities and trends, we can generally improve the overall performance of operating remediation systems, allowing our clients to achieve their remedial goals more quickly and at a lesser expense.
Ground Water Monitoring Programs
Horizon understands the need for high quality, reliable and cost effective monitoring services to assess groundwater quality at simple and complex sites of environmental contamination. Horizon conducts regularly scheduled groundwater monitoring events at many of our clients’ sites in accordance with applicable requirements of Parts 111, 115 and/or 201 of Michigan’s Natural Resources and Environmental Protection Act (“NREPA”). Our groundwater monitoring programs emphasize consistency in monitoring techniques, field personnel, laboratories and reporting in order to allow for evaluation of the resultant monitoring data, rather than assessment of variations in other parameters. Groundwater sampling and monitoring services are completed in accordance with the requirements of site-specific monitoring plans developed by Horizon or by others as well as in accordance with sampling and analytical protocols associated with the applicable regulatory framework.
