Brownfield Funding / Incentives

Horizon has extensive experience in all facets of the brownfield redevelopment process, from providing technical assistance in the “up front” effort to secure funding to the design, negotation to approval, and implementation of technical scopes of work for eligible response activities.

Horizon been involved in development of Brownfield Plans for municipalities under Act 381 and site-specific Brownfield Plans for projects using Tax-Increment Financing (TIF) and Brownfield Michigan Business Tax (MBT) credits. Horizon has prepared Act 381 work plans in support of establishment of TIF mechanisms to fund environmental activities and eligible infrastructure improvements on behalf of Core Communities and private developers. Creativity in the development and scoping of necessary due care response activities is critical for maximizing the potential utility of the TIF tool. We have also negotiated on our clients’ behalf for SBT/MBT credits with Michigan Economic Development Corporation (MEDC) staff. This ‘hands-on” experience allows us to rapidly assemble the technical and administrative information needed to complete the MBT credit approval process and to craft the applications toward the evolving set of selection criteria for this highly competitive incentive program.

Horizon has completed numerous projects under the various evolutions of the MDNRE’s Brownfield Grant and Loan programs. We have been involved in Brownfield projects with total State-funded grants and loans of well over $15 million and developer investments of over $500 million. We understand the administrative processes involved in implementing work under these grant and loan agreements and have developed a favorable reputation with MDNRE staffers involved in Grant administration across the State of Michigan. Horizon has also assisted clients with the implementation of U.S. EPA Brownfield Assessment and Cleanup grant programs.
