Horizon’s track record in completing brownfield redevelopment projects is unmatched. We have assisted both large corporations and municipalities in finding ways of bringing environmentally-impaired properties back to productive use. In many instances, our clients have been joint, public-private ventures, with funding and/or client representation from multiple sources. We have been particularly successful in assisting our municipal clients in securing site assessment/reclamation grants, Brownfield Redevelopment Grants and Loans, U.S. EPA Brownfield Assessment and Cleanup grants, and Tax Increment Financing (TIF) to fund all or part of the assessment and/or remediation activities needed to bring brownfield sites back to productive use.

Horizon’s brownfield experience covers the full range of services typically required for a successful redevelopment project, including initial assessment activities, baseline characterizations (BEAs), due care plans, residual management plans, health and safety plans, risk evaluations, and remedial action plans. In all of our consulting activities, we specialize in finding timely and practical solutions to the unique technical problems that confront redevelopment of brownfield sites. Horizon’s particular talent lies in its ability to marshal its risk assessment and engineering expertise to arrive at appropriate risk management endpoints, endpoints that balance cost, risk mitigation, and future flexibility in development plans.

Horizon’s experience is not simply confined to paper evaluations of brownfield sites, it has also come through the hard work of developing and implementing practical and cost-effective due care or remedial action plans that guide environmental activities both prior to and during the construction phase of work. Actual construction of site development features is “where the rubber hits the road” in the redevelopment process. It is also where environmental factors can delay or derail site redevelopment plans. Our significant implementation experience will allow us to anticipate and plan for the pitfalls that can arise during actual site redevelopment activities.
