Robert M. Powell, Senior Project Scientist and Project Manager, has over 30 years of experience in environmental science, with an emphasis in surface water and subsurface systems including soil, vadose zone, and ground water. His expertise includes aqueous chemistry, ground water geochemistry, contaminant remediation using permeable reactive barriers (PRB) and other innovative in situ technologies, ground water sampling, site characterization, contaminant transport and fate, including colloidal transport, analytical chemistry, exploratory data analysis, technical writing, editing and reviewing, and providing technical, managerial, and expert witness support to clients on a variety of environmental topics. Mr. Powell was involved in the fundamental research and development of the techniques for low-flow rate and passive purging and sampling of groundwater. He also worked on developing the understanding of the geochemical mechanisms, reaction rates, costs and approaches to in situ remediation using PRB technology, authoring several reports for the USEPA in the process. He was involved in the installation of the pilot and full-scale PRBs at the U.S. Coast Guard Air Support Center in Elizabeth City, NC.

Before joining Horizon Environmental, Mr. Powell operated Powell & Associates Science Services for over eight years, consulting for numerous clients that included government, private sector and tribal entities. He served as a member of the six-person External Advisory Group for the Hydrogeologic Workplan at the Los Alamos National Laboratory for seven of those years. During the previous 11 years, he performed research and groundwater investigations for ManTech Environmental Research Services Corporation at the Robert S. Kerr Environmental Research Center (RSKERC) of the USEPA National Risk Management Research Laboratory. Prior to his work at RSKERC, Mr. Powell was a chemist for ten years in the laboratories of the Oklahoma Geological Survey at the University of Oklahoma. Mr. Powell has authored at least 35 publications and book chapters and more than 53 presentations, posters, and abstracts for meetings, along with countless reports for clients.

Mr. Powell has a B.S. in Zoology and an M.S. in Environmental Science, both from the University of Oklahoma.
