Alan Greenberg, Senior Consultant and Manager of Horizon’s Southeast Michigan Operations, has 18 years of environmental consulting experience and over 35 years of experience as an environmental professional. He has directed numerous environmental consulting projects in the area of air quality services, subsurface investigations and site cleanups, and strategic planning for private industry. His specialty is air quality services, where he has assisted industry in obtaining installation and Title V permits, negotiated compliance issues with state and federal regulators, assessing major source and PSD applicability, and developed strategic plans for attaining and maintaining compliance. His extensive background has provided him with the knowledge and experience to be an expert witness on ambient air quality measurements, mathematical dispersion modeling, and regulatory matters. Mr. Greenberg has substantial experience addressing allegations of excessive community odors attributed to sources, and he has developed public involvement programs that have successfully resolved these public controversies.
He was a member of the Michigan DEQ “Blue Ribbon” permit committee that recommended procedures for improving the permitting procedures of the Michigan Air Quality Division. He is Chair of the Detroit Regional Chamber’s Environmental Committee which reviews and offers testimony on environmental issues affecting business and industry in the Detroit regional area. He was appointed to the Michigan Environmental Justice Workgroup by the Michigan DEQ and to the DEQ’s Air Advisory Committee. Mr. Greenberg also developed the Breakfast With Mort series sponsored by the East Michigan Chapter of the Air & Waste Management Association and he is the Associations “General Conference Chair” for the international conference and exhibition scheduled for Detroit in 2009.
He was Director of the Wayne County Air Pollution Control Division from 1984 to 1990, and he was appointed by then Governor Blanchard to serve on the Michigan Air Quality Control Commission during that same time period. He chaired Commission subcommittees that developed the scope of Michigan’s air toxics rule and that examined the role and responsibilities of the Michigan Air Quality Division.
Mr. Greenberg has a B.S. in Meteorology from the Pennsylvania State University.
