Cathie Jo Seamon, P.E., Senior Project Engineer, has 14 years of experience in a variety of air quality issues. Prior to joining Horizon Environmental, she was employed at a major automotive manufacturer in their corporate environmental office. Her assignments included:
  • Title V Renewable Operating Permit Program Project Manager. Tasks included participating in permit teams developing Title V applications for assigned facilities in MI, OH, IN and VA.
  • Lead Engineer on “Air Toxics” Rules. She was company representative to an automotive trade group which developed an industry proposal of Maximum achievable control technology (MACT) rules. She was a member of MI Air Toxics Subcommittee responsible for 1997 revisions to MI Air Toxics Rules (Rule 230).
  • Risk Management Plans (RMPs) (Section 112(r) of Clean Air Act) Lead Engineer. As such she was a member EPA Subcommittee charged with development of guidance documents on RMPs. She also coordinated development of RMPs for 36 facilities.
  • ISO 14000 Implementation. She has her Lead Auditor certification which allowed her to perform 2nd Party Audits at vehicle assembly, engine and auto parts manufacturing facilities. She also assisted assigned facilities in the development of their ISO 14000 programs.
  • Development of Permit to Install Applications. Ms. Seamon has been project manager of permit to install applications in the State of Michigan.
She has also been involved in the day to day issues related to air rule compliance and decisions in the need for permits to install. She has developed emissions tracking databases for Title V facilities and obtained permits for various operations.

Ms. Seamon received a B.S.E. in Civil and Environmental Engineering from the University of Michigan and a M.S.E. in Hazardous Waste Management from Wayne State University.
