Brian Leahy, Senior Meteorologist, has over 18 years of experience providing air quality consulting services to a wide variety of industrial and manufacturing clientele. Mr. Leahy has prepared minor source and PSD permit applications in over a dozen states. In support of those applications, he has quantified regulated NSR pollutant, HAP, and toxic air pollutant emission rates, performed regulatory applicability analyses, assessed control technology strategies, provided compliance support, and conducted atmospheric dispersion modeling analyses. Additionally, Mr. Leahy has provided expert testimony, conducted technical analyses in support of litigation matters, performed odor mitigation assessments, assisted with ambient monitoring and meteorological data collection studies, prepared Title V permit applications, and has developed Risk Management Programs pursuant to Section 112(r) of the Clean Air Act. Mr. Leahy has conducted or provided technical oversight on over 200 dispersion modeling studies for facilities located throughout the United States. Mr. Leahy’s modeling experience ranges from simulating an entire refinery to conducting a complex shoreline fumigation study for a major utility located along one of the Great Lakes. Mr. Leahy is an active participant in air quality issues in Michigan and is currently serving as a member of the Dispersion Modeling Procedures subgroup of Michigan’s Air Quality Advisory Committee, helping to bridge the gap between industry and government in matters pertaining to modeling policy. Mr. Leahy has been a speaker at a number of conferences on matters pertaining to dispersion modeling and risk management planning.

Mr. Leahy received a BS. in Geography, emphasis in Meteorology, from Western Illinois University.
