Allen J. Reilly, Jr., Director of Environmental Risk Management Services, specializes in the development of comprehensive remedial action plans that accommodate overlapping state and Federal environmental laws. He has prepared numerous risk assessments and aided in the development of many remedial action plans for sites regulated under CERCLA, RCRA and Michigan’s Act 451. As a leader in using risk assessments to facilitate redevelopment of old industrial sites, he applies these techniques to reconcile public health objectives with economic development goals, thereby assuring that remedies are cost-effective and tailored to support contemplated land uses. He is involved in several state and local initiatives to remove regulatory obstacles to urban redevelopment and has provided technical assistance to the Michigan Department of Environmental Quality in the development of land-use based remediation criteria for commercial sites. Prior to joining Horizon, Mr. Reilly was awarded a research fellowship to develop policy for the U.S. EPA’s Office of Marine and Estuarine Protection in Washington D.C.

Mr. Reilly received a Masters in Environmental Science from Yale University and a B.A. in Biology from Carleton College
